I think this is supposed to mean that the enemy are building new ships faster than you can destroy them.

The ships are not really infinite per se, but they can simply build them pretty quickly :) But of course, the amount of ships a player would encounter trying to fight through the planetary defenses is virtually infinite. Just consider how quickly you can restock your escort fleet at the Starbase.
