I am struggling right now trying to use the caster to "convince" the Ilwrath to stop warring on the Pkunk, but I have reached an impass.

Helpful hints 1. This "Seat of Power" is not in their Sphere of Influence 2. It would be best to broadcast from a distance, rather then talking to them directly. 3. Their "Seat of Power" is often referred to as the "Green Eye of Kazon" For flat out spoilers, select the following text. Their home star system is Delta Tauri. Go there and broadcast. Do not visit their homeworld. Do not make contact with any vessels there. You can safely say anything you like to them you ARE their gods after all, are you not? The best way to do it is just to enter the system, use the caster immediately, speak your mind, and then turn around and leave. Speaking directly with the Ilwarth is, as always, just going to result in them wanting to use you as a sacrifice, which isn't really the most conducive thing towards saving the galaxy.
As for the caster not working, I've never had a problem. Have you actually heard anyone tell you about how the Ilwarth were manipulated in the past? If not, you may want to try that; sometimes just knowing, as they say, is half the battle.
