Title: Bug 0 fuel in Quasispace = no autopilot

I can't access the todo on known bugs list right now, so I'm posting this on the off chance it hasn't been reported.

If you enter quasispace and you have 0 fuel left (like if you had 10 fuel and activated the quasispace portal), you can still turn and thrust manually, but the autopilot won't thrust (though it will turn you).

I recall from the 3D0 version that moving in quasispace takes no fuel, so this is probably something in the autopilot code that needs to be overridden.

When I look in my local ChangeLog, I see the following entry:

- Autopilot works in Quasispace when without fuel, from fOSSiL.

...looks alot like the problem you describe, and it has been fixed in the development version.  Happy fun time.
