Does anyone know what this picture mean:

I tried to reinstall and got the same problem again: OS = win vista basic and ...well I am using the latest UQM version

I'd say your key file is corrupted . Just delete it and re-configure the keys once the game loads . Good luck !

This sounds like bug 912 (https://bugs.uqm.stack.nl/show_bug.cgi?id=912). If you have not used any UQM version earlier than 0.6.2, please add your keys.cfg to the bug database for diagnosis.

Brand new computer...dated less than a month...and took the latest version of UQM...I will send the file right after my school day!

update: unless it is elsewhere the keys.cfg is NOT present in the UQM directory... so I cannot send you my keys.cfg file... :/

Just an idea - might you have not related file called "keys.cfg" elsewhere on the computer and have a PATH set  to that direction ? Probably not , but might be worth checking .

No, it's in the UQM settings directory. RTTFAQ (http://wiki.uqm.stack.nl/The_Ur-Quan_Masters_Technical_FAQ#Where_are_my_settings_stored.3F) for details.

In any case, this is starting to sound like a problem with UQM.
