The only thing I can tell for sure is that he is a male human, and he hails from the planet Earth. But we don't all come from the same country! He has to have come from some country on Earth, but his uniform does not suggest any particular one.

Even if he is American as you say, that leaves a lot of his backstory absent. How did he gain the skills necessary to get him where he is now? Did he have contacts on Earth? What is that green insignia on his shirt? These are important subjects that deserve to be explored in detail! It seems more likely than not that Hayes is American.
