Title: Any advice on transcoding with noise filters applied?

I have a video. I'd like to apply a noise filter to it before posting to Youtube. I have mac and PC available.

VLC technically has this ability, but it's not so obvious how to put the command-line arguments together.

Do any of you know of either a command-line tool with less opaque syntax, or a gui tool that'll do the job?

Handbrake... May do what you need.

I know ffmpeg will but it's a steep learning curve with the CLI. (https://ffmpeg.org/ffmpeg-filters.html#Video-Filters)
