In the early stages of the game, the Starbase Commander says he has outfitted your flag ship with warp drive. How do you activate it to get away from a stronger attacher?

Hi, I just started playing the game and it's cool. However, I am stuck. I am out of crew and cannot see how to buy more. I have several thousand RU's and can buy anything else in the ship outfitting  screen, but I can't see how to buy crew members. Sorry for such a dump question, but I can't find the info anywhere else.
