I remember the Spathi saying you can have access to some dump or something when you ask for minerals after forming an alliance. I searched for this and couldn't find it. Does anyone know where it is/if it really exists?

They are talking about their waste disposals. I do not think you'll find anything interesting there. Just imagine a planet stripped of all minerals and used as industrial waste basket. You have several of those planets in Spathispace. They make it quite clear that what they offer you is just their industrial shit. They are too afraid of the Ur-Quan to offer you anything real.
At least that's how i interpretet it. Therefor i never searched actively for their waste-dump sites.

That would be really funny if it were true, especially since the base unit of cargo in-game is the kiloton. Why would they have a kiloton of waste aboard their ships?
(Un?)fortunately it is not true. The Spathi give you no minerals, ever, unless you make enemies out of them and destroy their ships for RUS (easier said than done)

I was always under the impression that the Spathi were offering you the, erm, resources out of their toilets...
Sorry, me and my potty humor.

Ya know, I've never thought the spathi were very shell fishy, like they were supposed to be. In fact, it was only recently I relized they were even supposed to be clamy. You would have never known looking at the ingame art.
*shrug*
Just one of those things I guess.

You actually get cargo from that? Can someone check and confirm this?
In any case, it would be really funny if they programmed the ship screen on the side to switch over to the cargo screen when they said that and actually showed you getting 1 common kiloton.

Though that does raise the question of how the heck your planet landers can lift 100 kilotons of material up from a planet surface -- and, given that the fuel use is the same if you're bringing up NOTHING, then the landers must be so heavy that the cargo weight is insignificant. Sheesh!
