The Quasi-Space portals get you places in hyperspace. It is fuel efficient and it gets you places faster... well some places. Anyway, just because not all the portals lead to artifacts, doesn't mean that they aren't important. There may be some near rainbow worlds or homeworlds... I mean, one leads right into Slylandro space, but there are no precursor artifacts there.

Yeah, the Quasi-space portals aren't completely intended for your SC2 shopping convenience, otherwise I personally would have placed them in slightly different spots. They're just a sort of freeway system to get you places faster--note that in real life, freeways don't always exit at the exact place you want to end up, they're just a way of getting their faster and with less gas. Sometimes it's faster to go to places via surface streets.
Note that it does take 10 fuel units and several days just to utilize a Quasi-Space portal. It's not always more efficient. And yes, some freeways do lead to the middle of nowhere, where there's nothing important. Still, there are some interesting sights around (star systems) you'd probably never ever have seen otherwise.

I THINK there's something you missed out near the Druuge. The other one...well, Ilwrath space is important. Not sure.

Define 'near'. Once you realize how far off these 'nearby' portals are, then you look at how many other things are just as nearby... well, you will realize that there is a LOT of space that is covered. Also, note that the distribution is pretty even. Any such even distribution would have many gates 'near' several important things, with a few left over.

I would say that there's something VERY important in Ilwrath space. As in, you can't beat the game without it. That important.

Consider the portal in between the Yehat, VUX, and Mycon. Is that really NEAR anything? No. But it is sure useful!
Same goes for the portals in ur-quan space that are near the Thraddash and Mycon.
The arrangement was not created for our convenience; it is just that our overactive pattern recognition centers find purpose where there is merely reason (if you get the distinction).

What we are saying here is that every portal is useful, even if there is nothing there. They are just weak places in the fabric of space and they don't seek out where important things are.
