You seem to be a little...disturbed. Calm down. They have answered your questions,you may find some portals not really very useful,but hey,there are a natural phenomenon,so they're there because they are just there,not because there's something interesting there. Yes,you can use them to save a long trip and fuel,and yes,some of them are near of interesting stuff,like the ZEX's beast,maybe it was done on propurpose,but I'd like to think that they were placed randomly.

Well maybe the guy that placed the portals was so bored that decided to place a portal away and without anything important around it so people like you ask about it!

Spoiler . . . . . . . . . . . . . . . The cloaking device is hidden in the SW corner of the map, but it won't show on your energy scans because it's cloaked. You have to land on every planet and cover every pixel until your lander bumps into it by accident.
Edit: Oops, Deep_Jiffa was right; the cloaking device is in the South-East corner. I always get east and west mixed up.

If you travel to the nearest system to the portal you speak of, you can find the Mark II on the third planet... but you'll have to fight a couple Mycon who drifted away from the pod. It's a tough fight, but I'm sure you know how to fight the pitiful Podship... Leaving the old ship behind is tough. In fact, I cried at the touching moment when you trade ships and then take the new helm. Well, good luck. The Mark II is actually miniature-sized, so you'll hafta look really closely when you search on the planet. Might take you a couple hours to find it...
By the way, we're not machines in this forum. I mean, we may be god-like in our skills of reciting useless facts from the Star Control universe, but don't expect an answer to a question you never asked. Even I can't answer those!

We are joking because you are asking a question with no answer. I think the reason that the portal is there is because Paul Reiche the Third and/or Fred Ford decided to put one there. And the reason that they decided to put one there was so that there would be portals with no particular use, portals that gave the whole arrangement artistic symmetry, etc.

I like Lukipela's idea. I bet after the whole conflict was over and the Sa-Matra destroyed, Zelnick would head there on a cruiser (I bet he'd actually take a Fury, helluva lot faster) over to that corner, and have some "leisure time" with his new hottie Talana. Remember, the Pkunk said he'd have 17 children...Of course, this would all have to have occured and he would've had to get back to Vela before Hyperspace collapsed. Yea. That's what that portals for. Zelnick hops through, says, "Whoops! Nothing here except a few lush...green...habitable planets...", ponders a moment and takes off grinning like a madman. At least, thats what I'd do.
