I have a internet page where I use dialoges from Starcontrol 2. ( Mycon, Utwig and Chmmr - dialoges ).  I was wondering if there is any possibility for me, to use the speech from the new Starcontrol 2, on my webpage, so that the dialoges is not just words, but also voice. I think the concept will be more integrated if it is also in voice, and that would better serv my purpose.

The content is not distributed under the GPL, although that is intended to change in the future.  The rights you have wrt the content are enumerated in the file COPYING that is distributed with the game:

The content -- voiceovers, dialogue, graphics, and music -- are
copyright (C) 1992, 1993, 2002 Toys for Bob, Inc. or their
respective creators.  The content may be copied freely as part of
a distribution of The Ur-Quan Masters.  All other rights are reserved.

In other words, you can only distribute the content with the game.  If you make the game available for download on your site, I'm sure you'll be OK, but it's really not my call as I own none of the copyrights involved.
