Where do I put my keys.cfg file?

Hello, I am having a rather unfortunate problem - first, thanks to Nic's help here on the forum I finally am able to play fullscreen! Smiley After this I set my sights to playing with a gamepad, since I first played this on a 3DO.
   Sadly, I am having this problem as noted in this thread: http://uqm.stack.nl/cgi-bin/yabb/YaBB.pl?board=Techissues;action=display;num=1067961121 and this thread

These two threads talk about the same problem I am having, but I don't even have the folders the keys.cfg file is supposed to be generated in! I made sure to unhide hidden folders but it's still not there. I downloaded a keys.cfg file but I don't know where to put it, to say nothing about getting it to work with my hacked SNES pad. I can figure out how to set the keys I think, but the first problem is the one I am begging for help with. Please try to help me? Thank you!

You may be playing fullscreen, but you need to capture the console spam at the beginning.

It will list a directory near the top saying where the savegames are stored.  keys.cfg will be in the directory immediately above that.
