i downloaded the uqm-0.3-win32-installer.exe and installed the full version, after downloading it all when i click on uqm.exe, for a split second the window hourglass mouse icon appears then it goes back to the regular pointer, the game wont load what is wrong.

Run it from a command line so that the stuff written on the console stays visible after program exit.
The likeliest situations are either (a) illegal command-line options (in which case, read the error, then manual.txt, and see what's up) or (b) the default working directory is off, resulting in a "kernel failed to load" error. There are about five topics on this Technical Issues forum on how to deal with that.

Get a command prompt, go to the Ur-Quan Masters directory, and type "uqm".
If you need help on getting command prompts and changing directories, consult the documentation for your OS.

wont work, says cannot open execute c:games\the ur-quan masters\uqm.exe
ok maybe i explained my problem wrong. i downloaded the installer (uqm-0.3-win32-installer.exe) no problem then i opened it, i installed all the components except voice files and 3do music. in the content directory i have a file called versions in the packages directory i have a file called uqm-0.3-content.zip thats all when i double click the uqm.exe (or the shortcut on the desktop) the games looks as if i will load but does nothing, there are no errors or anything it just wont load what is going on. the command prompt thing, (is that ms-dos) anyway if i try to run it that way it says cannot execute

You'll need, at minimum, uqm.exe and a bunch of DLLs. If any DLLs are missing the program will not run (and will, indeed, terminate with an error in Windows). If the program itself runs but cannot initialize due to busted content, it will open a console window for an instant, spew a bunch of text to it, then quit (causing windows to close that console window, much to the irritation of debuggers everywhere). If it's not doing *that*, then you're actually running the game and may have a duplicate of the venerable [link=http://uqm.stack.nl/cgi-bin/bugs/show_bug.cgi?id=450]Bug #450[/link].
If it's not even opening the console window, then you aren't double-clicking fast enough.
Try the series of commands
C: cd "\games\the ur-quan masters" uqm
And see if that works. You have to BE in the UQM directory when you run uqm.exe or it won't be able to find the content. Otherwise, your download failed and you should reinstall.
