Weather Bug?

I have gone to several planets exploring.

In many places, the level 3 weather seems to be dangerous but not obscenely so.

However, now I am exploring Alpha Centauri and it seems like level 3 weather = NO safe spot to be!

Is this a bug?

The big problem with Alpha Centauri  is that the planets are really quite hot (you can see the temperature on the left hand side of the scan display, along with the other conditions).
