OK- I really hope that this is not your first time beating the game - If it is then you really should do it without save game editors.
That being said (And don't say I did not warn you!) there are no "cheats" in the Ur-Quan Masters - There are only bugs and save game editors. At the moment I do not know of any major bugs in 0.3 in terms that would help you.
However there is a save game editor and that is located at: http://www.classicgaming.com/starcontrol/files/
There is a save game editor among other good stuff.
All you have to do is save the editor with the Ur-quan Masters saved games and voila!

Sorry for the double post - but I just realized that that website does not have a save game editor - it has other things to help you win the game, but no editor. Anyone know were to get one?

Might want to adjust this, as I went there looking for the editor and apparently fileplanet doesn't host it anymore or something, cause everytime I tried to download it, well it said file not found error.
