Setup has not yet been implemented.

I don't know what a "pother setting" is, but if you put command line options in your shortcut (e.g., "uqm -c biadv --music=pc") as the command line in the shortcut, it ought to do the trick.  Otherwise consult your OS documentation.

You can also search the forums for "launcher" and find various programs to keep track of that for you.

Since you haven't given any information about what OS you're running, or even what version of UQM you're using, It's kind of hard to help.

Here's a generalized answer for windows though (windows users are usually the least knowledgable about command line options):
When you right-click on your shortcut icon, click properties.  You'll see something like "c:\program files\blah\uqm.exe" in one of the textboxes.  Put your options _after_ the quotes:

"c:\program files\blah\uqm.exe"  --res=640x480 -f --speechvol=0 -q=high --cscan=pc --music=pc --menu=pc --scale=triscan
