I remember the original SC2 having a "fuel range overlay" on the map, where your range as determined by your fuel supply was indicated by a circle of light gray background shading with you at its center.
Was this feature not included in version 0.3, or do I simply not have my monitor controls set properly so as to see it?

That feature is definitely supposed to be in 0.3; I have it on my copy, for sure.

It was in 0.1 and 0.2 as well, if I recall correctly.

Not only is it there, it cannot be turned off. Try boosting your monitor's contrast. (Also, I suppose, ensure that you have some fuel, but not so much that you could fly anywhere in the galaxy.)
