now at the precursor site it says that the new music remixes are usuable ingame..............but it doesnt include a help documentation to say where to put the files. also, is there anyway to edit the .shp files?

See the very end of the manual.txt file that came with UQM for how to add other content.

Short of hacking the source code, there is no way to edit the .shp files. This has a shadow of a chance of changing in the future, but if it does it will do so for other reasons than just wanting to let people hack the ships.
