Basic coding for this is happening now, actually. If you look at the latest CVS version, the Setup option will pop up an actual window with text in it.
Granted, the window just says "No setup menu yet, sorry", but that's more than making the *tpppppptht* sound!
CVS has been pretty active lately, but there hasn't really been enough visible change to the users yet to justify another Road to 0.4 post.
