Does 0.4.0 contain the speech packs and whatnot?

If I download the installer, does it contain everything I need to get the full SC2 experience?  Or will I still need to download the speech pack and 3DO music files?

Depends on your operating system.  From the MacOS X README:

To keep initial download sizes low, the game as provided does not contain the 3DO music or voices, those must be downloaded and installed separately.

But, I'll assume you're using Windows, in which case the installer gadget will download all the necessary files for you.  Or so I've heard.

Correct, the Windows installer downloads the appropriate content packs from Sourceforge automatically.

Otherwise, the appropriate content packs can be downloaded here:
