So, what exactly is your problem? Are you having problems extracting the contents of the ZIP archive you downloaded, or trouble putting the editor executable ("UQM Editor.exe") in the right directory?
In the former case, consult your operating system documentation to determine how to unzip files, or download a suitable program.
In the latter case, read the UQM manual to find out where your save game files are stored and put the executable there.
I can't be more specific without any more detailed information, but this should be enough to put you on the right track.

Yes i downloaded the file (the thread is in my second post) and then unzipped it. Do i need to extract it to the save game file before i unzip it, or after?

Please note that this will only work with the first 10 save game slots!
-UQM Save Editor 2-
Usage:
Put "UQM Editor.exe" in the same directory with the saved games. These are "starcon2.00, starcon2.01, ..., starcon2.09". ( They may not all be there. ) The editor ONLY checks for a proper file name, so be careful and as always BACK UP YOUR SAVED GAMES.
Run the editor and select a file number. You can change R.U., fuel, crew, landers, main ship modules (weapons, fuel tanks, etc.), thrusters, and turning jets. Click apply to change the values.
Notes: This requires mfc42.dll or newer. (I think all versions of windows has it.) Please remember that the save format is likely to change, UQM is only in it's alpha stage. I will try to release an update to reflect these changes, if necessary, but I can not promise to. Some of the save file is compressed and I haven't gotten into the UQM source too much, and I'm not a professional programmer (much to learn).
Thanks to the original creators and the remake team for this great game, and you for trying this. Have Fun!
This is the Readme for the Editor.... Please explain what to do!

Nope. Under XP, the save game directory is called uqm and it should be in C:\Documents and Settings\[Your name]\Application Data (where [Your name] is your XP user name). Just drag "UQM Editor.exe" in there and double-click it to run.
If you can't find the Application Data folder, try telling XP to show hidden files and folders (it's an option in Tools/Folder Options on any folder window).
