editing shipyard and spheres of influence

hey guys which file in the source is the file that determines which ships you can buy in the shipyard and which file determines where and how big the spheres of influence are drawn?

and what channel are you guys in IRC ? maybe it would be way easier if i were to ask you these questions there instead of waiting.
