UQM in spanish!

Since it seems nobody has started the translation project, I'll do it.
My time is very limited, as well as my skins, but by God we're going to try!

It is a start, though without almost layout and incomplete,it's something.  I'll be in charge for now and host the site, but I need volunteers to help.

Well, yes the guys I mean are the ones who meet the requirements and can actually be usefull ( in other words those who can  speak both english and spanish).
