I always assumed that, visually, the Syreen were based on the old pulp-cover images of Dejah Thoris, the "princess of Mars" and wife of "John Carter of Mars." But my knowledge here is just based on having seen a couple such covers on a friend's bookshelf back in college. I have a vague recollection that pulp scifi often depicted the inhabitants of Venus as having blue skin. Since the pulpiest that my scifi tastes run is Star Wars movies and PKD short stories, I don't have much firsthand knowledge on this account, though.
