starbase crew

Hi there,

Please forgive me if my question is boring.

I noticed (5years ago) that if you loose/recruit the starbase crew to mann your ships too much, the cost will increase dramatically.

Questions 1 : Is there only an exhaustive source of human you can recruit from the starbase?
If not, the starbase's population can increase over time?
