I'm trying to install the game, however when I do so, once the installer begins downloading "uqm-0.4.0-voice.uqm" It'll run for awhile, time out, and then I'll try running it again, but the same happens. I'd rather install the game with all files intact if possible. It's download speed is around 45 kb/s, so I don't know why it's "Timing out" half way through. Any ideas?

There may be something wrong with your network connection or that of the SourceForge download server, but without any details it is very hard to diagnose. However, it may be possible to circumvent the problem. Have you tried downloading the content files manually using e.g. a web browser or FTP client? If you can get the content files, you can tell the installer to use your predownloaded copies instead of downloading them itself.
