which  progam shoud i use to get it
how to use the program to get it
what is the best compiler

It's not a matter of "best", it's a matter of "what works".  I tried to get UQM building with MinGW on win32 for a while and gave up; your only hope seems to be Visual C++ 6.0 or higher on win32.  Under Linux, the ever-ubiquitous GCC gets the job done quite nicely.
