Broken link in the "INSTALL.mingw" file

I noticed that the link for the "OpenALSDK" file is broken (the main source download, not the snapshots) and i have found an alternate link for it:

I didn't know where to report this really, but i thought to put it here since it is a technical issue.

Fixed. And bugs usually go in the Bugzilla database (see the sticky notes on this board).
