That's StarCon. It was going to be a Playstation 1 game... but, uh, I'm pretty sure it was scrapped, seeing as Playstation 1 isn't exactly top of the line anymore and that article said it was gonna hit the shelves four years ago.
Those screenshots look familiar - I think I may have seen that years and years ago

If these visions have offended, thing but this and all is mended : You have but slumbered here while these visions did appear. And this weak and idling theme, no more yielding than a dream.
Speaking of star Control 4, does anyone have any clue as to what is happening with Timewarp? I saw some mention on this forum a couple os days back that they were back on track, but their own pages don't seem all that active...
I talked to Baltar a while back and he said the project hasn't stopped and he's working on an update to the main page that will explain it all... what's taking that so long, I dunno.
StarCon was essentially scrapped, and while the project may be revived some day, I assume the game would never take the form it previously had. As technology improves, the games will look much different. The fact that Accolade was bought out by Infogrames also proves that few of the original Star Control ties the company once had to the game are now mostly gone. It's probably for the better, since even the "evil corporation" Accolade said the game was not fun, and it did not look very promising from the screenshots and artwork released... probably for the best, since only Paul and Fred could make a true Star Control sequel worthy of the status.

"Even Our House Pets Are Rather Evil." - Ilwrath Captain
It's funny that. Seeing as there seems to be such a large amount of fans (judging from the different websites, and the amount of posting that appears every now and then), how is it that Starcon2 wasn't such a great economical success? I mean if everyone who is on these forums, and their friends who have no internet access all got this game, shouldn't it more than well cover the costs of producing for TFB? So how is it that acoolade was so negative about a sequel by the proper authors?

It is as though your species' brain is too small to hold a simple thought such as, WE WILL KILL YOU FOR DISOBEYING! This is not a complex idea.
Yes but that's not the point I think.. don't get me wrong, I love playing timewarp, it's a great redo of the old Melee system, and playing it against several other ppl really makes for some interesting changes tactics-wise. However that's "just" the melee. What I'm curious about is the game in all it's splendor, with new storylines, new races, new goals and such. Melle is all fine and dandy, but it's the real thing I'm after...

Eh? This is the version posted on January 17th, right? I was just trying it the other day, and it was a huge crashfest for me...I don't think I completed a single melee without the thing segfaulting. Also, the computer seems to have gotten stupider since the previous release -- although that might just be my practice in sc2 melee ;-)
The previous release was pretty crashy too, but this one is actually worse -- although mind, the graphics seem to have improved quite a bit.
