Is there anyone on these boards who do not frequent the PNF boards too? While these boards are really going good I've noticed the PNF boards are a little quieter. Is it just in my head?

I don't visit the SC dedicated boards. This forum is not just a hub for the present and future of this universe, but for opensource and side projects as well. Plus, it gets updates from the godly precursors, and their releasing of RP4 has probably brought up this forum's popularity of late.

If I've even been on there, it's probably only been for one post. Which I have of course forgotten about now. I hate using multiple forums for the same topic/purpose.

PNF is much slower than this board, but their intent is very different as well.
UQM is a place where UQM is discussed mostly. Other opensource producers flock here as well. A quick look at the "General Discusssion" topics indicates that most of them are in fact centered aroudn the remake, what more could be made of the remake, add-ons for the remake, extras for the remake and suchlike. And then there are a few "Help me !" and "Thank you!" topics.
Starbase Cafe covers more general remake things and random threads.
PNF on the other hand, has a lot of SC gameplay specific threads (albeit most are defunct in one way or another), technical issues for SC1 and SC2, and a RP board.
For me the main difference is the size and intimacy of the boards. On PNF, there are only really 6 or so active posters, and a dozen or so semi-avtive. That means you spend a lot more time talking to the same people, thus getting to know them a lot better. I'd say the community spirit is stronger over at PNF. (Fan community, not talking about the actual programmers community here, I don't have any insights into that).
Here on the other hand, there are lots of people coming and going all the time. While there are quite a few dedicated posters, what they have to say is sometimes drowned out in the background chatter of "Cheatz plz" and so on.
So to sum it up, this is faster, more active, less personal. PNF is slower, smaller and more intimate.

PNF is small, slow, with basically only active roleplaying/offtopic stuff on it. Very charmy stuff, though... UQM boards are fast, big, with a lot more interesting content. Though it's not as charmy as PNF...
