I thinks it's a issue about the shortcuts the UQM-installation creates in the StartMenu for editing the keys.cfg. This did not work for me either.
Just go to the directory yourself and open the file or - even better - stat your texteditor (notepad or something like that) and then choose the "open" command to load the keys.cfg-File.

The shortcut points to the correct file, but the editor won't open it.
But this could be because I use xint instead of notepad.

I've got the same problem. Im running windows XP on a machine that ran UQM 0.4 perfectly, and I wanted to have 0.5 for the updates. After downloading (2.5 hrs) and installing, the program tried to rename keys.cfg to something else, failed to do so, and then told me I would have to delete keys.cfg manually. I would re-load and re-read the text verbatim, but it wont seem to run anymore, after I tried to fix it by uninstalling (uninstaller didnt seem uninstall the program) and re-installing (everything was still there, though i dont believe it re-wrote or wrote another identical file). Yes, you all have your laugh at me, but is this helpful information?
