Is there any way to get the UQM voice/audio files (the lines of the orz for example) into MP3 or some such format?

Also, does anybody know how to record video of the game, as a program I've used for this (FRAPS) does not identify the UQM as a game, and therefore does not record it.

Alright, regarding the audio.

1. the package files (.uqm) are really just zip format files.  copy, rename to a zip and you can open them in windows.

2. the voice files and music are mostly .ogg format, some are still in .mod format.  The easiest way is to go get Winamp, which can play these files normally.  Alternately, you can either get the codec for .ogg or find a .ogg to .mp3 converter on the web.  A few shareware converters are out there, but I haven't found a freeware version.

Note that in the content package under comm/*race* you'll find a file called *race*.txt.  This file is the text of everything they say to you over comms, and might be useful to you.

You have to put UQM in "opengl" mode for Fraps to record.

The voice data is in Ogg Vorbis format (download codec here), as is the 3DO music. These are in their respective content packages. The sound effects and PC music are in the main content package, and are in WAV and ProTracker (or similar) MOD format respectively.

Winamp plays all of the aforementioned files and, with disk writing as the output plugin, converts to WAV. You can then use your favourite MP3 encoder or whatever. For more accurate MOD playback, I recommend the MODPlug Player or Tracker.
