can you move this sphere or make it smaller by battling the race and if so does this also work on the Ur Quan Allies

No, you cannot change the size of the SOI by killing three billion aliens. The only way an SOI can change is by a race going to commit mass suicide or if two races decide to kill each other. Or something similar.
