I just realized that the Keel-Verezy don't have to be real at all. Maybe they are some sort of imaginary friends of the Melnorme - hallucinations that originate from a collective mental disease of the species, maybe as a result of the Ur-Quan attack on their homeworld.
There is also the "microorganisms" explanation, introduced some time ago on this forum.
Or they may be a more-or-less regular species with advanced cloaking technology - which perhaps made them afraid of scaring others with their appearance, since they got more and more used to be invisible. The pronoun "He/she/they" used by the Melnorme could mean either that they don't know the Keel-Verezy's captain(s) gender or number - since they don't show themselves to the Melnorme either - or that they don't want to reveal significant information about the K-V such as gender or number.

Ah, one of the many mysteries in Star Control II. I'd just go with the cloaking device theory, and maybe they could be more advanced and treacherous than the Ilwrath themselves.
We could know the true answer if only we have 120 million credits.

Support for the microorganisms theory: "Keel" means the bottom part of the hull of a ship. So "Keel-Verezy" might mean "Verezy of the keel", i.e. Verezy that live on the hull of ships, probably near the propulsion system - where they have plenty of energy. (So "Verezy" means "microorganism(s)" in Melnorme/Keel-Verezy language)
That explains Greenish's hesitation before saying "...frighten you" - Greenish had said too much and he thought about what trick to use in order not to reveal the Keel-Verezy's true nature: He was, in fact, about to say that they don't reveal themselves for fear of you attacking them - attacking them out of fear.
This theory has just a single flaw: How could some microorganisms have ships and how could they sell those weapons to the Melnorme?
Still, the "Keel" thing is intriguing.

The Keel-Verezy are "them," dealing with the Melnorme through carefully controlled transactions across dimensional barriers.

Perhaps this explanation with "a race from another dimension" is a bit far-fetched - it's too tempting to explain everything with this. And yes, they should certainly be very ugly... the ultimate acquisition for ZEX's menagerie.
They would probably have to be like the Nga-Seng-Diul and Nga-Seng-Kler from Starflight 2. Then why do they live on the keel of ships also? No, that would have to be a different theory: microorganisms that are not parasites on keels BUT are parasites on non-sentients. I suppose that this is what you wanted to say.

The Melnorme know the value of information, and probably similarly, misinformation. Knowing that an invisible race might be standing by to provide assistance, might make you think twice about trying to attacking the Melnorme. Especially an invisible race that doesn't show itself because that might frighten you. Also, the fact that the Melnorme appear to have the technology to see those ships where you cannot, might be a deterrant. That would fit right into the Dramya=fake theory (which is most likely since the Melnorme are neither so powerful nor so many).
Note how the Keel-Verezy just happens to be brought up, repeatedly. Although they might just do that to get you interested so you will pay for more information on them. Yes, this isn't exactly an argument.

Vision and color seem to be very important to the Melnorme. Their one eye clearly sees the world differently from human eyes, or perhaps even other alien eyes.
So it's quite possible that the differing vision capabilities of the Melnorme help explain how they can see the Keel-Verezy.
It seems an odd sort of bluff, given that if you threaten or attack the Melnorme they don't mention the Keel-Verezy at all except to explain who sold them their weapons-system. Easier to assume that they exist.
I see absolutely no evidence to support the idea that "Keel" means they live on the keels of ships. Aside from the question of why an alien race would have a human word as part of their name, none of the other SC2 races with hyphenated names have that kind of association. More likely the Keel-Verezy are like the ZFP (multiple races), or perhaps some sort of symbiotic organism, but there's no evidence whatsoever in that respect.
All we know is they have sold weapons to the Melnorme, they look *different* and potentially disturbing, and their ships can be detected by the Melnorme but not by Alliance ships.
