It's very usual for these two genres to be confused, even game magazines and websites do this. Anyway, here it is:
1. RTS involves base-building, while RTT does not (here, you start with a fixed force).
2. RTS focuses less on tactics (such as flanking etc.), while RTT is exclusively about them (no macromanagement).
3. The "Total War" series is a sort of a combination between a wargame (the campaign map, where you get to build armies, structures, move armies etc. - and where the game is turn-based) and a RTT (the battle map, where the actual action takes place).
4. For Star Control: Total War, I'd envision a real-time campaign map.

I've played 100 itenerations of TImeWarp. I've played that hack fan game of frungy. I've played ... what was the name? 3d graphics, ships stolen from Star Control but not pledging any aligence to the cannon. Basically what I'm saying is I'll play anything that's even remotely Star Control related.

Especally if it's free to try.
