My guess is that the Umgah created them specifically for the purpose of terrorizing the Spathi. Otherwise it seems like it would be a little difficult to find something that found Spathi flesh delicious, and could live off other things on Spathiwa, unless we're going with No Biochemical Barriers here.

I didn't know the Umgah knew the Spathi before they were even industrialized...
The Umgah played a prank on the Spathi, impersonating the Ultimate Evil. The Spathi panicked and many Spathi died. Actually, not quite. That was after the Evil Ones, and it wasn't the Ultimate Evil, but other three similar characters, see here.
As for the thread's subject - why wouldn't the Umgah have known Spathi back then? They're fairly close to each other anyway.

The evil ones were what made the Spathi develop technology so quickly, so the Umgah must have known where the Spathi homeworld was before they were even in the bronze age maybe.

The Arilou also say that their level of biotechnology surpasses their own, so I think that should say something.. so they have a history of knowledge, but probably don't want to implement it fully if you know what I mean, at least until they were being geared for war by the Ur-Quan from a peaceful species to one full of murderous pranksters.

I agree with those who say the Umgah. It's their thing to play cruel practical jokes on other species, and the Spathi do make good targets due to their cowardice. Though if they could overcome their cowardice, the Spathi would be more than a match for the Umgah, in battle. Eluders are way better than Drones.
