Can't land on Vulpeculae Delta IIC

Met Orz and I think I got them to join the Alliance but when I tried to land on Delta IIC they told me to go Gamma.  I agreed to be a Camper but didn't do any good. 

While I have your attention, what do they mean by campers, parties, playground etc?

But seriously, it's anyone's guess.  There's a bit about it here, though, and if you do a little archive diving you'll probably find a thread or two here filled with speculation.

The Orz homeworld or any space patrol will readily make an alliance with you. The fleet stationed around the Taalo world presumably doubt your motives if you request an alliance of them specifically to gain landing clearance for the planet they're guarding.
