Where does this code come from? If it's a homemade function it's impossible to tell without the function code itself.

It's the BBC for making glowing text.

EDIT: Well the 1,2,3 seems to be intensity (thickness of glow for lack of better term). No idea about the hundreds, appears to be no difference on IE.
EDIT 2: Well, about 5 seconds of googling "BBC code glow" gives me this

The three attributes (eg red, 2, 50) in the 'glow' tag are color, strength and width respectively.
