Where does this code come from? If it's a homemade function it's impossible to tell without the function code itself.

It's the BBC for making glowing text.

EDIT: Well the 1,2,3 seems to be intensity (thickness of glow for lack of better term). No idea about the hundreds, appears to be no difference on IE.
EDIT 2: Well, about 5 seconds of googling "BBC code glow" gives me this
Glow [.glow=red,2,50]glow[/glow] glow The three attributes (eg red, 2, 50) in the 'glow' tag are color, strength and width respectively.

Remember, kids, the glow tag in combination with the color tag is only readable on Internet Explorer (fail!) or textbased browsers (yay)..
