I think it's based on when you ally with them.

in the note they mention needing "several months" to duplicate the slave-sheild tech.

You'll get some warning from the Starbase Commander before you need to stock up on Eluders.  He'll announce that some Spathi are studying the slave shield on earth.

Not if you leave for an extended voyage, though... that happened the first time I played, and I was stuck with just Fwiffo for company.
This time, I think that my 4 eluders might be excessive.

Yeah, they just up and split, and it was about 90 days. I wasn't counting, though. It does look like it's timed, and not a date-specific event.

So the moral of the story is: Buy Eluders! Buy buy buy!

Of course, they aren't worth more after they become scarce, so much for supply and demand.

Of course, leave youself room for the 4 Arilou and 4 Pkunk freebies you get.

That always made me laugh. Their system is in the midst of the Ur-Quan/Kohr-Ah sphere of influence. I'll come by and visit my allies, and I'll ask them what's up, and they'll say nothing, though they had a close call the week before when a Kohr-Ah Marauder jumped in system. And they'll say that while about a dozen Kohr-Ah Marauders rove their star system. Then they'll call me with a distress signal later, I'll come visit, and clear out the pesky Marauder--- and ignore the other 7 or 8 wandering around in system. They'll say thank you, I'll come back later to visit, and they'll still be happy as clams.
