Scalers outside DOSbox and UQM

I have some small-resolution low-quality .jpg-format pictures I would like to make bigger.
I can simply double their width and height in Photoshop, but they'll come out so pixellated they can rather be called mosaic art pieces than photos.
I was wondering if I could somehow use the power of the scalers (the ones we use in UQM every day) on my photos to make them smoother.
HQ2x would be really useful now because those photos are very old and they'll look like crap if I just increase their size and leave them unfiltered.
I tried to use various Photoshop filters... despeckle, blur, sharpen... no significant results. This is why I came to this insane idea.
Any suggestions?

Take a look at the hqx project. Their basic example program ought to do what you requested.

Any algorithm to blow up a picture can only interpolate; it can't invent new datails.
What you sometimes see in movies, where they take a still image and then "enhance the resolution" is nonsense.

The  scalers used in DOSBox and UQM basically connect dots.
They are really only suitable for pixel art and perhaps cartoon-like drawings.
They're not going to help you with photos.
