In the original video, the phrase shows up at 1:19. He's actually trying to say "rape gangs", but apparently members of an English protest movement can't speak English properly. Oh, the irony. 
Personally, I hope this turns into a huge meme. BEWARE THE MUSLAMIC RAY GUNS!!!
