What makes the Spathi "Safe Ones" any safer than another Spathi?

I'm pretty sure that the Spathi hierarchy places the ones who have the most other Spathi between themselves and danger at the top, and the closer to danger you get, the lower on the hierarchy you are. Hence, the Safe Ones have every other Spathi in the infinite fleet orbiting Spathiwa's moon, as well as every other Spathi patrolling their sphere of influence (and presumably a very deep bunker with other Spathi working on higher sub-basements), between themselves and danger, making them the leaders of the pack.

That is a convincing hypothesis, but what happened to the Spathi command structure after they constructed their own slave shield around Spathiwa? As the ultimate defense against danger, wouldn't it eliminate that social order completely?

I'd imagine there's still wild beasts and such on Spathiwa, not to mention terrifying vegetable carts and passenger shuttles.

It would enrich the lives of all Spathi, but there would still be those who are safer than others.  Some Spathi, for example, would still be required to go outside to get to work on a daily basis.
