First of all, I was so glad to find this, I’ve wasted a lot of hours in my youth on this game and can’t wait to do it again… and I’m very excited to hear about the possibility of SC4!!

So I’ve downloaded and ran the “The Ur-Quan Masters v0.7.0” installer and also checked to install the three add-on packs.

When I run the “uqm.exe”, does the 3 add-on pack automatically load or do I need to add the swithch “—addon”

Also if I do need to add the switches do I do it as follow:
…\Program Files\The Ur-Quan Masters\uqm.exe" --addon uqm-remix-disc1.uqm --addon uqm-remix-disc2.uqm --addon uqm-remix-disc3.uqm

You shouldn't have to do any of this if you use the official installer. It automatically downloads and configures all addons you select if they are not already present in the directory. No further micromanagement is necessary.
