Yes indeed, in #uqm-arena on the Freenode IRC network (webchat link: http://webchat.freenode.net/?channels=uqm-arena&uio=MT11bmRlZmluZWQb1).

(At the time of writing there's rampant netsplits so you might not actually find anyone, that should be rectified in an hour or two though.)

'Nickname' is the name you want to be known by on the IRC server. The other box that's not filled in is one of these: http://en.wikipedia.org/wiki/CAPTCHA
