help with changing options

how exactly would i go about changing the various options, such as... sound, video, etc...

i know what it says in the manual text, but i still can't seem to do anything

1) open the shortcut properties
2) go to the line that says target file
3) insert command after exe" like ...UQM.EXE" -f
4) press apply
5) if error occurs then make sure there is a space between the .exe" and the -f
6)if no error occured then press ok and run the shorcut
