Stand Alone voice packs?

Hello,
Long time lurker.
I've been playing the heck out of XCOM 2 lately and thought about making voicepacks using the Star Control races. I was wondering if there were files of just their dialogue snippets?

Just one big file containing every voice.

It is really a zip file so you can change the file extension to .zip and you will be able to extract them all.

Hey I can't open this file, do you have any idea what might be the reason?
