IIRC, "The Alliance was losing..." is in the opening credits.

"There were many great battles...
Earth and her partners in the Alliance of Free Stars...
...against the evil Ur-Quan and their Hierarchy of Battle Thralls.
...and the Ur-Quan were winning...
Meanwhile, on the edge of the known frontier, and amazing discovery was being made..."

So at the time that the precursor installation on Unzervalt was discovered, that's when the Ur-Quan were winning. This is consistent with conversations in the game.

Fwiffo:
About 20 years ago, this region of space was dominated by a loose confederation known as the Alliance of Free Stars, which was composed of the aliens native to these parts who didn't want to be enslaved. They made a valiant effort against the superior Ur-Quan forces and it even looked like they might miraculously defeat the combined Ur-Quan armada right up to the point at which the Ur-Quan totally defeated - indeed, annihilated them.
The Chmmr:
WE MUST FIRST TELL YOU THAT EVEN BEFORE WE WERE PLACED UNDER THE SLAVE SHIELD
WE REALIZED THAT THE ONLY WAY TO DEFEAT THE UR-QUAN WAS FIRST TO DESTROY THEIR PRECURSOR BATTLE PLATFORM... THE SA-MATRA.
THIS VESSEL WAS RESPONSIBLE FOR THE VICTORY OF THE HIERARCHY OVER THE ALLIANCE.

And lastly, Commander Hayes:
With the sides set, the last Ur-Quan offensive began.

The Ur-Quan came roaring through VUX space, and tried to push past the Indi and Mira star systems. Their onslaught was barely repulsed and our counter-attack made hardly a dent in Hierarchy forces but we held the line -- The Coreward front remained intact.

This would be around 2124

Over the following ten years, there were many great battles between the combined Alliance starfleet and the Ur-Quan and their Hierarchy of Battle Thralls.
Then, in 2134, a dramatic shift in the balance of power took place. This must have been just about the time the science research mission was sent to your planet at Vela.

I would guess that the Alliance did very well for itself right up until 2134, when Corridor Nine sent their mission to Vela and all of a sudden "the Ur-Quan were winning." I assume this means the Ur-Quan brought the Sa-Matra to bear against the Alliance around 2134. Maybe 10 years was the longest it had taken them to subjugate a region of space. Coupled with the Alliance's relative success in repelling the invasion up to that point, maybe the Ur-Quan were getting worried.

Well, I've seen the trailer on their website, and I am rather looking forward to Matrix Reloaded.

Making an SC movie would be tricky. There's not enough time to allow the details of the background to be all fleshed in to have the proper impact, before it'd be all over. Just properly setting up one race's history alone would take most of the movie.

A series might have a better shot at it, but the problem would be balancing background story versus enough excitement from ep to ep.

I foresee neither of these things ever coming to pass, though. It's just too limited a fan base.
