It basicly says it in the instruction book.
If you ask the pkunk: It because they got traces of the gods blood in thier veins.
If you ask everyone else: It is because the pkunk use a sort of projection that fool people. (Laser weapons?  Maybe thats why it can be projected?)

There is no logic to why they are reborn.  It's because they've got psychadellic, supernatural juices flowing through them.  There's nothing logical about that, just pure hippy birdy goodness.
