Enslaving battle thralls when moving on is a possibility, though I doubt they do that. Why should they? seriously, if a race gives them trouble (which is not very likely, considering the force of the Kzer-Za) they'd just crush them with the Sa-Matra. There are two options for why the Sa-Matra wasn't used initially in the war - either because it took time for it to arrive in the quardant, or the Kzer-Za wanted to use it only as a last resort. Also, they might have chosen to use it only to swiftly finish off all resistance, as the Kohr-Ah just arrived.

What if the Kzer-Za win against the Kohr-Ah? they'd just continue traversing the galaxy, re-enslaving or annihilating uprising races, and dominating new ones. In the worst case, they always have the Sa-Matra. So, there's no real need to check on old thralls.

Also, I'm sure they don't check EVERY planet. They look for warp-signatures mainly, I'm sure. Hey - they couldn't find either the Burvix (until the Druuge planted the caster) or the ZoqFotPik (till TFB wanted to add a new quest Tongue)
