Altering keys.cfg has no effect?

Read the manual, read the FAQ, and also searched these forums for 'keys.cfg' with only one result, and can't find anywhere that says that altering your keys.cfg file doesn't currently have an effect.

All I did was change "RCtrl" to "LCtrl" and no dice. Is this feature just not implemented yet or am I missing something really stupid?
